Problem
The Riyadh HQ and administrative court are short of an estimated 2,300 parking spaces during hearing hours, so litigants and lawyers arrive late for their hearings.
Current state
Parking occupancy is 118% at peak, and 25% of late arrivals at in-person hearings are down to looking for a space.
Objective
Three smart multi-storey car parks under a build-operate-transfer partnership with a private operator.
Expected scope
Design, build and operation through a partnership, smart guidance, and advance booking tied to the hearing time.
