The request as filed

What the requester wrote on the intake form

Problem
Requests to enforce administrative judgments go to the government agencies concerned by letter and email, so replies are slow and the enforcement status is only known by phoning around.
Current state
SAR 23.5M of judgment amounts have been awaiting enforcement for over 90 days, and 17% of enforcement requests were closed with no documented proof.
Objective
An automatic link between the Administrative Execution Platform and the executing agencies over the Government Service Bus that follows every request through to payment, lifting on-time enforcement to 95%.
Expected scope
An enforcement-request register, automatic referral to the agency concerned, statutory-deadline alerts, a portal for executing agencies, and integration with Mueen and the Board ERP.

Expected benefits

Time & speed

About SAR 4.4M a year more paid to judgment holders within the statutory period

Productivity

Manual follow-up effort down 60%

Compliance

Full enforcement records for the General Court of Audit

National-platform integration needs early agreements

From Mueen Digital Platform — Release 4

Integration agreements with the defendant agencies and the bus operator slipped 11 weeks because they only started after the contract award.

Recommendation: Start integration requests and SLAs during feasibility, and plan a full integration sprint.

Data-migration quality sets the go-live date

From Board ERP System

The second trial migration found 18% of supplier records duplicated or incomplete.

Recommendation: Estimate data cleansing as its own line in the business case, not inside contingency.
