Problem
Reports of public-facility faults (lighting, water leaks, potholes) arrive by phone, email and social media with no single reference number, and about a third get lost between departments.
Current state
Average response time is 9.4 days, 31% of reports are closed without a field check, and there is no single map of repeat faults.
Objective
One reporting platform — a mobile app and a live map — that routes every report to the responsible maintenance team or contractor and brings response time down to 3 days by the end of 2027.
Expected scope
A citizen app, an operations console, integration with the Smart Asset Management System and existing maintenance contracts, and repeat-fault analytics by district.

Expected benefits

Time & speed

Response time down from 9.4 to 3 days

Savings

SAR 4.2M a year in maintenance savings from early detection

Customer satisfaction

Facility satisfaction up from 61% to 80%

National-platform integration needs early agreements

From Unified Digital Services Platform

Integration agreements with the platform owners slipped 11 weeks because they only started after the contract award.

Recommendation: Start integration requests and SLAs during feasibility, and plan a full integration sprint.

Data-migration quality sets the go-live date

From Enterprise Resource Planning (ERP) System

The second trial migration found 18% of supplier records duplicated or incomplete.

Recommendation: Estimate data cleansing as its own line in the business case, not inside contingency.
