Objectives

Every objective has a number and a date: «cut the time to register a case and refer it to a circuit from ⁦21⁩ to ⁦5⁩ days by ⁦end-2027⁩», not «improve the service».

Out of scope

Write down what the project will not do; most contractor claims start with a loose scope.
