Problem
Reports from the presidents of the administrative courts in Riyadh, Jeddah and Dammam show crowded waiting halls before hearings — litigants and lawyers wait in the corridors outside the courtrooms — and 140 formal complaints were logged in 2025.
Current state
Waiting halls in the existing courts hold only 40% of peak attendance, with no calling screens or service desks near the courtrooms.
Objective
Redesign the waiting areas of 14 existing administrative courts with proper halls and calling screens tied to the hearing schedule by 2029.
Expected scope
Design and build of the waiting halls, furniture and wayfinding, hearing-call screens, beneficiary desks near the courtrooms, and access for people with disabilities.
Expected benefits
Customer satisfaction
Litigant satisfaction with courthouses up 6 points
